From the 2030 Agenda of the Metropolitan City of Milan to Municipal Urban Planning Documents (DUP) through shared climate change adaptation indicators and targets.

Objectives

The project aims to clarify and standardize climate-related data and information collected over the years by partners and institutional stakeholders, enabling a harmonized climate assessment.  

 

It will:  

  • Develop local climate sustainability indicators,  

  • Define associated targets,  

  • Create a monitoring and evaluation system for local mitigation and (primarily) adaptation strategies.

At the municipal level, IndicaMi will generate consistent climate and territorial/sectoral data layers across the entire project area, with sub-municipal or municipal-level detail depending on the specific theme. These reference datasets will be distributed as open data by the Metropolitan City of Milan.

 

The data will be complemented by indicator sets designed to:  

  • Evaluate intervention effectiveness against planning objectives, while:  

    •    Supporting the definition of adaptation/mitigation goals,  

    •    Enabling transparent public reporting at the end of political terms.  

  • Monitor strategies using both local data and broader territorial climate datasets.  

  • Update and expand databases in sync with PGT (Land Use Plan) interventions, ensuring dynamic, up-to-date inputs for SEA (Strategic Environmental Assessment) processes.  

  • Feed into an executable, user-friendly model for decision-making.  

  • Support training for municipal administrators and technical staff.

Metropolitan City-Level Priorities

Focus areas include:  

  • Local climate sustainability indicators and targets for integration into the 2030 Agenda, also useful for PNRR reporting.  

  • Alignment of indicators/targets across municipal and higher governance levels.  

  • Climate-focused DNSH evaluations for local project needs.  

  • Guidelines for municipal planning documents (DUP - Unified Planning Document; PEG - Executive Management Plan).  

  • Engaging municipalities in the Metropolitan 2030 Agenda, fostering shared responsibility for metropolitan-wide transformation.
